Yes. Where I live you have both the bidet that is the same size as the toilet bowl and the hand version and there’s literally a soap holder near every one of them.
That people only use water seems like they do not know the cultural habits of the places where they are commonplace.
Also: bidets are house fixtures, people wipe with paper at malls and businesses basically because people are assholes and extremely disgusting when using public bathrooms and you would end up with broken and feces covered fixtures.
