In the UK the crossdresser/drag inclusive definition was introduced in 1990s (one of the London Prides, the first one to be called LGBT Pride), and is used by the police, NHS and many other British organisations.
So it does have a legal meaning here, although there are people who want to change it to being exclusively for people wanting surgery, which was never the intent.
