I am often reminded of Baron Vladimir Harkonnen, only without suspensors on his girdle.
Unlike the David Lynch version, I always thought the baron in the book was vain, and used the suspensor girdle to hide his own weakness and to appear light on his feet. Not that much unlike President Biff, really.
