The problem is pensions only really work in the standard “lifetime employment” model. It doesn’t really work if you change jobs – many pensions paid nothing if you didn’t work somewhere for at least 20 years. And while lifetime employment sounds nice in theory in our not very stable economy, it meant that people stayed at jobs they hated or put up with abusive bosses just to get to their 20 year mark.
