I think a Zombie apocalypse would be devastating at first, yes, but after that, Zombies are just another force of nature and not a particular dangerous one. They can’t arm themselves, they can’t plan.
Yes, they rely on large numbers, but then again, they burn pretty well and it’s not like we can use the infected cities in any sensible way.
