The justification given at the time had far less to do with drought than it did with providing a reliable source of water for putting out fires. (This was shortly after half of San Francisco burned down following the 1906 Earthquake, so that was an easy sell).

Of course that still doesn’t mean the city needed THAT reservoir, which was not only one of John Muir’s most beloved locations on the planet but also in the middle of the nation’s flagship National Park.

That fire was the last in a very long list of water problems that plagued San Francisco. San Francisco burned down several times during the 1800s. There were multiple droughts throughout the 1800s and early 1900s and stable water supplies were simply didn’t exist. In fact, one the huge problems with the 1906 fire is that California had been experiencing a drought for the previous 10 years (well that and people set fire to their own property, but I digress).

One does not build something as large as Hetch Hetchy (large enough to serve 1000x the population of the area at the time) just to fight fires. You could bury San Francisco dozens of feet deep with the water in Hetch Hetchy (68 ft if my math is right).

We certainly used the 1906 fire as justification to get Wilson to approve it, but saying that was the only reason is a major oversimplification.
