One of the great things about the American system of justice is that anybody can sue anybody. Yes, you can sue me.
Another great thing about the American system of justice is that a judge can laugh at your suit and refuse to hear it. There are lots of silly lawsuits.
If somebody is going to guarantee the integrity of the law, that would be the state and the digital signature is the right tool for the job, not copyright.
