I didn’t have a passport until 2004. Before 2002 from the US you could go to Mexico, Canada and most of the Caribbean with just a driver’s license.
I don’t think the Queen’s exemption from carrying a passport is part of the royal prerogative, or at least not entirely.
While she does enjoy exemptions from many British laws- for instance, she is allowed to drive without a licence and her cars don’t have licence plates- that doesn’t necessarily apply if she wants to travel to a foreign country.
On the other hand, a British passport is officially a request from the Queen to allow the bearer to pass. If she is there, she can deliver that request in person.
