Perverse economics at work, there is actually an incentive to ‘travel’ someone so that police and security cronies also get a paid vacation rather than a day in a bloody floor drain room full of rubber hoses and jumper cables.

Sounds like the government watchers go “I want to travel to Thailand this year…and so do you.”
They probably get to expense everything too, hence the fine food and booze.

It’s not just dissidents - foreign students in general are suspect and some get their own mandatory trips to Inner Mongolia.
