That’s the faucet for a mop sink. The brace is so you can hang a bucket on it and fill it up.
Well, you learn something new every day. Though looking at it again in light of this, it is hard to see where the handle of a water bucket would hang from that would not rapidly slip off. Or perhaps the brace can be unclipped at the bottom to place the handle behind it and then reclipped it to hold the handle in place. Most taps have sinks below them, and I’d rather trust a sink to hold the weight of a bucket full of water placed in it (they are, after all, designed to hold the weight of a sinkful of water) than trust a tap even with such a brace.

There’s a little nubbin near the end of the brace that arrests the bucket handle movement and stops it from sliding off.
