Thought… some cybersecurity NGOs/nonprofits, providing tools and audits and education of in-house experts? Possibly even pentesting? Providing the services for the other NGOs?
I’d guess that most of the effort will be fairly low-level plodding about teaching best practices and social engineering hardening…
