Not in NYC. Public Safety uses encrypted digital radio, same hardware as the military (but with different keys, obviously,)
Are they not encrypted in the US now? They are where I live, with the exception of a very few VHF systems in country areas.
Lurkers could be exempted.
Perhaps someone in dispatch who, rather than giving the scoop to some tabloid for cash, jumped on 4chan for anonymous bragging rights?
