You know, the more I’ve looked at this, I’m not sure the people are animated.
It looks like image processing using a generative adversarial network, possibly StyleGAN2.
As shown here.
It also looks absolutely freakin amazing.

I assumed it was something like a filter applied to the video elements and then composited in to the CG backgrounds.
Those StyleGAN2 images look super impressive.
