many people sit in jail for lack of small amounts ( 50 or 100 dollars. )

And those are the people they squeeze to plead guilty to a lesser offense, just so that they can get out.

And maybe not even then. The problem is, cops completely buy into Hollywood fantasies about their own job (and the technology), so they can’t help but misuse something like this.

In other words, this is the first time the head of the police department was aware that the department was using dangerously shoddy technology that is ruining the lives of innocent people.

I’m pretty sure one of the qualifications (unwritten of course) to be in any kind of leadership role with police is to be able to actively NOT be aware of the various things done by your department that ruin the lives of innocent non-police people.
