They’ve been on that path for a while.

Kind of like how the military has action plans in place for climate change disasters…when the rubber hits the road, the organizations that will actually have to function in a crisis are making sure they’re ready for it.

Politics is a parlor game; BP has too much (money, power) to lose if they don’t read the signs early and shift tactics accordingly.
