Unfortunately, nobody has any reason to invest in studying anything unless they have some interest in the outcome. So it’s pretty much always possible to claim any study is biased - even when municipal water authorities hire known impartial water quality labs (because they want to detect problems before any lawsuits happen) the lab always ends up getting accused of bias because they have done studies for other, similar entities, and they tend to find the same problems in more than one municipality.

Yes, absolutely, as long as you don’t end up in a situation where the only point of performing studies is to delay action as long as possible. The Merchants of Doubt come to mind!
