A lot of this is about installing or reinforcing the thought-terminating cliches in Fox viewers’ heads as well - lots of homeless people in California? That means it’s a shithole, and it’s run by Democrats, who are evil, and you don’t need to care about these people because they choose to live this way. Don’t ask questions about how or why people end up homeless, or consider how to help them, just dehumanise them.

Isn’t it more a concept of deserving poor people and deserving rich people?
As an aside, I think the reason why (misinterpreted) Darwinism was picked up enthusiastically in certain circles is that it offered “scientific proof” of “the natural order of things”. A nice alternative to fall back on when arguments based on religious grounds lost credibility.

It was more to differentiate the right sort of poor people, those who deserved charity, and those who deserved their fate.
