How can spies from democracies compete with spies from autocracies?

As a former government contractor, the only money being saved is from just paying people less to the same work. By reducing the functions of government they have reduced the number of ways to promote in-house. No longer can someone start in the mail room and jump to another department.

There is also the problem of poor retention of institutional knowledge. So when a problem that rarely comes up happens, you can’t reach out people who used to do that job.

Lastly contractors have no path of advancement.

The novel was Six Days Of The Condor; the movie reduced that to three.

In 1978, James Grady wrote a sequel: Shadow Of The Condor, and he followed that up in 2014 with Last Days Of The Condor

That said, I’ve only seen the movie.
