I do like brain teasers and even puzzles where the pedantic phrasing of the question must be followed to find the solution. But this one just might have a bad translation as the purported answer doesn’t match the question.
Specifically, “How many 9s can you find in a sea of 8s?” The answer is 3.
A similar question might be “How many 9s can you find in the image containing a sea of 8s?” The answer to that would be 4.
I call BS
Instructions matter, I suppose.
I count seven. One in the headline, one in the article, four in the image, and one in the date under the image.
It should be 3. The 9 at the bottom is the instructions. Otherwise it would be like a vaudeville bit.
“OK, you take this horn, and when I say ‘go’, you blow it.”
