Is 10,000 going to make a noticeable difference? And will those ten thousand people make a difference to the rest of the country when they get spread out?
This story may provide part of the answer. There are rural businesses that are essential to their communities and, to an extent, to the entire country. In an atmosphere of rural de-population due to aging, those businesses need both new owners and new employees.

Nagano prefecture is awesome, btw. I worked at a summer camp there, and would regularly travel there to hike in the mountains.
If I could work remotely from Nagano, I would go in a heartbeat!
