A lot of people still think of a computer operating system as a straightforward turing machine, working in clockwork precision to do exactly what it was designed to do.
Yet by the time you have more than one program used by more than one user, and all these permutations of processes expected to coexist with one another, it looks more like an ecosystem with many variables that interact with each other in counter-intuitive ways.
…so too with human politics…
