Weird that it was a “mystery”. These are pretty common on beaches in California. They can certainly result from oil spills, but they also occur due to natural seepage. Here’s an account of how pre-Columbian people used beach tar as a material for sealing and waterproofing.

I suspect the cleanup tools consist of a shovel and a sieve.
