egregious copyright infringers who suck up the most bandwidth. There
are literally doing what 100% of U.S. broadbrand providers are doing
for the exact same reasons

Bottom line: Are 99.9% of customers going to be effected by the Google
“no servers” policy? No. Is the policy generally used by most ISP’s to
ensure quality of service for those users? Yes. Should the policy
exist? No. Is it generally harming consumers? Not really.
