Serioud question: how did they even get your number in the first place?
I don’t use paypal mutch (like once or twice a year), but I’ve had an account for a long time (late 90’s) and I’ve never once given them my phone number. Is this a new thing?

Yeah, normally used as an extra security authentication thing: they’ll either send you a text with a number you enter into the site, or the site gives you a number, you get an automated call, and then you enter in said number via your phone’s keypad.
Google uses a similar two-factor scheme – they’ve been trying to get me to enter my phone number for a while now, but I’ve always skipped. Frankly, with Google the extra security isn’t worth them having my phone number.
It’s probably a good idea to have two-factor on a finance account, but the robo-dialing in the agreement is a big dis-incentivization.
