Even then, the narrative was captured. Somehow the lion’s share of the people became “the other half.”

What struck me is that, even adjusted for inflation ($1 = ~$25 now), even considering what the average worker made at the time ($10K a year in manufacturing and construction, in current dollars), those slum rents were really cheap compared to now. The amount of money required even to live in squalor in an urban area has really increased. Plus ça change…
