Yep, but we all do our part.
If I proposed that people should have to get special vetted placards or license plates to park in disabled parking spaces, would you ask the same question? Or should we just not enforce those spaces because it would cost money to do so?

You are exactly right, and this is exactly the right analogy.
What we have now is equivalent to letting anyone draw a wheelchair symbol on a piece of cardboard, hang it from the rear view mirror, and park in any designated handicap space as they like.
