As an example, street vendors or performers need too have a license from the municipality they are in. It doesn’t cost much so get one. If they want too act like anarchists and circumvent the system, they have too realise they can be fined. If not enforced, then everyone can do as they please willy nilly. License doesnt’ cost much and if they have the will and time too save they can achieve the license. If they want too work with out paying taxes, subject people too liability and or gain money without reporting the income too a financial supporter, they should be fined. IMO.
I do feel that way although it is tricky considering the amount of money involved and complacent third parties. Take the ‘Salad Oil Scandal’ of 1963. Tino De Angelis was the principal and ballooned a reserve of Salad Oil using the nut shell game using storage tanks owned by American Express too create an illusion he had millions of gallons of Salad Oil. He had banks backing him and AE never questioned the storage holdings till it was too late and the bubble burst. He made millions and the liability was on the banks and companies that innocuously abetted him. He should of swung but like many white collar criminals, he walked.
