Pretty sure I’ve trained my brain well enough to know how much of a crock this is.

It might be really great stuff, but we have no way of knowing that. If I had a small article that lays out what e.g. these 12 mysterious skills are, I might be persuaded to pay the price.
Hell, even if I were sure I’d get access to a 5 page pdf that gives me the gist of all that stuff, I’d gladly pay the price for the course, because I could be sure to take away some value, if only the value to not waste more time on actually watching the course.
But without that, it’s more or less a bet that comes with a huge time investment.
How can we convince our elected officials to buy personal copies?
