I’d have to challenge the claim that the gesture is meaningless. The gesture is quite clear.

Even the indefinite articles were too sensitive to survive redaction! You’d think they might at least made a token attempt at some level of transparency, maybe something along the lines of
The █████ of the ███ a ██████████ ███ and █████ ███ █████ fuck-up.

Replace them with disappearing ink markers.
If you ever were in charge of the office stationery, you quickly discover that all markers (and pens and everything) keep disappearing.
