More like closing the barn door after 5 horses are gone. You still want to prevent the 15 others from escaping.

Not even close. In this case, the horses move into the neighboring lot, set up satellite herds and eat up all the grass, while continuing to send out more “escapees” to repeat the process… Keeping the other 15 home doesn’t change the outcome much. Have you not read The Stand?

It’s mental isn’t it? I mean we’ve all been watching this situation develop but only now, after it’s in all 4 corners of the globe, do they make this decision.
