Well my understanding is that the data is simply supposed to mirror the information visible on the title page. So there’s really no point in encrypting data that is plainly visible. The reason to have it there is to make it obvious if the visible information has been altered. Without a means to authenticate that the information on the chip was put there by the government, it is a rather pointless exercise.
