There’s more websites than just Pornhub and Brazzers. I suspect the rest are just ignoring the requirements and don’t care.

I’m on FetLife which is not, strictly speaking, a porn site, but rather best described as a social media site for people in the kink scene. (This is a very loose definition, of course, but works for most purposes.) People certainly post lots of pictures and even video (for the paid subscribers) that would meet most definitions of porn. Most of the content, though, tends more towards social interactions - discussions, event planning, “how to” and safety questions, mental health, pet pictures … nothing like what most people think of when they hear kink or porn.
One third? Maybe? I don’t know. I think it depends on what you see when you look at the content. I do know that none of my North Carolina friends have reported having any issues.

I wonder if any enterprising porn distributors are getting around this restriction by padding their sites with a bunch of public domain content and innocuous how-to videos.
