It’s worth noting that she was a defense minister, not the defense minister, who is Sergei Shoigu. This woman was apparently “Head of the financial support department of the Ministry of Defence for the Western Military District” according to Wikipedia.

A minister is what the US government calls a capital S Secretary. Sergei Shoigu is the Minister of Defence, equivalent to the Secretary of Defense. A ministry is what the US government calls a capital D Department.
Marina Yankina was not any kind of minister or deputy minister. She was a civil servant who worked for the Ministry of Defence.
