I don’t know if it still applies, but I believe that in Denmark for someone to be arrested for public nudity the police had to find some citizens who were present and who were prepared to turn up in court to testify that they had been offended.
This seems an extremely sensible law.

Despite the fact that Americans seem willing to dress with less, but tighter, clothes on a regular basis, we still abhor nudity because reasons. We’re thinking only of the children, natch.
