Exhibit A for this might simply be the movie ‘The Conversation’.

Unfortunately, it would be entirely unsurprising if the… preemptive suppression… achieved by surveillance is considered to be a significant feature rather than a fatal flaw.

There are probably some sincere-but-misled spooks out there who think that they are actually doing some kind of surgical, data-driven, hunt for only genuinely dangerous terrorists or something; but omnipresent surveillance systems are really just the ultimate manifestation of the neighborhood busybody peeking from behind their curtains and carefully filing away petty moral judgments about the neighbors. Just much, much, much, more efficient.
