Unless someone is going to enforce significant negative ramifications for not doing these things, these things will continue to be the most profitable course, and will continue to be what everyone does. No-one currently involved in AI research or development is going to do this. The only people who can do this are politicians in positions of power. You can write non-partisan papers and sternly-worded open letters until your hands fall off, but they will accomplish nothing.
