If you did it with pennies it would basically just be a form of litter. We should have retired those things a couple of generations ago.

penny floors are usually finished in a glass clear ultra hard epoxy resin. they have products specifically for floors made to withstand wear. some products will need a uv seal to not yellow. then people finish that with a similar floor sealer like they use on high traffic wood floors.

the same technique is used for other floors as well, you can really get creative. here is one with logs cut on a bandsaw, which reminds me of cordwood masonry.

That floor is not recommend for people with trypophobia
