I’d say that an example of a nation “tolerating its nationals” is the reservation system imposed upon Native Americans.
I also think the reservations were a forerunner of work and death camps and for many Native Americans, there hasn’t been a large difference.
Not to mention that it also did include genocide against the Moors.
