weâve tried the war on drugs for fifty years, and decriminalization for two? (depending on where you are.) so obviously decriminalization has failed 
i can only think the corporate owners of downtown neighborhoods are the ones complaining. and that they have pressure via donations to individuals, police foundations, and city services
