Brack did not apologize for the suspensions. He apologized for Blizzard reacting to quickly and harshly.

Not even that. He just apologized for moving “too quickly” in the decision making and being “too slow to talk” about it. Nothing about being too harsh. It was a masterful non-statement (where he promised to “do better” without actually specifying what they were going to do better at), but what he didn’t say suggests he was only sorry they weren’t able to better spin their actions, nothing more.
