UK police would. Well, they might not do the shouting bit because that doesn’t usually help calm people down. Of course, they’d also have called for armed backup, but in the mean time they’d be trying to de-escalate and calm the shooter down.

And yeah, this is the ideal case. If the person with a gun was black it might not go down the same way.

The maximum penalty for manslaughter is life imprisonment, though the normal penalty is a lot lower than that. And under these circumstances (lack of premeditation, taser use generally ruled reasonable in the circumstances, so it’s the kicking in the head that forms the basis of the ‘unlawful act’ for manslaughter) the guideline sentences are a lot lower.
