I read it as “available”, not “free” - I agree that the latter isn’t true.
Water injection was a useful technique in the Volkswagen hot-rodding community back in the 70s and 80s, when I was hacking Karmann Ghias and Beetles. The air-cooled flat-four engine couldn’t be run above a certain temperature without destroying it, but water injection changed the thermodynamics enough (due to the water -> steam conversion taking up heat energy and sending it out the tailpipe, I believe) that you could play some new games.
