Geez! And I thought I was a bad driver!
Back in the late 70s there was a driver who caused a similar wreck. She came onto the freeway doing 40mph, did not speed up at all. The semi jackknifed to avoid hitting her. She kept going, totally oblivious as to what kind of a wreck she had caused. (And the truck was carrying milk, which spilled on the highway. The police freaked out thinking it was some toxic chemical until they determined otherwise.)
We could perhaps charitably assume that the driver was experiencing some sort of urgent medical emergency that impaired the driver’s judgement, and/or that immediately after getting off the highway the driver pulled over and called 911 before lapsing into unconsciousness.
There’s no way the driver was oblivious to what was happening around him/her/it/them.
A lifetime of luck was used up right there.
There are a large number of people who have no business driving. But we currently don’t offer any reasonable alternatives for them. Maybe better public transportation, maybe self-driving cars, either way there isn’t much we can do about it today.
(I’m saying this after my friend got in a head-on collision while on his motorcycle because a car decided to use both lanes going around a corner. My friend will be OK, but this was super scary weekend)
Why do they always slow down and/or stop?
Obviously, a very important person.
Seriously. It would still be stupid, but at least safer to change lanes to the right past the exit and then backup in the shoulder. Stopping on a road where vehicles are traveling that fast is the stupidest thing to do, short of driving backwards or against traffic in a lane of travel.

Right? I’ve seen people cut across six lanes of traffic and make an exit - which is dangerous and criminally stupid, sure, but at least they didn’t increase the danger by slowing down or stopping.

I have to admit that I was expecting someone veering across lanes with the accidents in their rear view mirror. Who stops in the middle of a freeway and then goes about their day after watching a semi slide past them on it’s side? That was just bonkers.

I would feel better about enjoying this video if we could identify the driver and either (1) shame them for their actions, or (2) congratulate them on their actions, as appropriate. You know, like shaming that racist woman in the park.
Just watching the video without any hope of remedial action feels like watching traffic porn.
