Both the rebels and Empire are guilty on that front and are going to be facing serious trials once the droids finally have a successful uprising.

She probably even swore a solemn oath of allegiance to the Empire when she joined the Senate, just as all American Senators swear an oath of allegiance and fealty to the United States and its Constitution.
