City of San Francisco delivers free weed, alcohol, and methadone to homeless staying in hotels

Oh thank god, I was so worried we might accidentally help a poor person!

People in the (surprisingly conservative) San Francisco subreddit are sooo salty about this

Ohio started pretty early, and with a very small number of (diagnosed) cases relative to other states.

So it can “afford” to be a little more lax in what remains open and still get a decent outcome. Also to a great extent people will abide by a looser set of restrictions for longer.

Of corse what a “decent outcome” consists of is debatable. It could be “don’t exceed the capacity of hospitals so the case faulty rate stays under 2% as opposed to more like 15%”. That isn’t the worst goal. It could be “Get the effective transmission rate below one for long enough to eradicate COVID-19 to zero cases”. I would love to have #2, but I don’t think that was any state’s initial goal.
