Is it acceptable to say an action is stupid? And does doing so necessarily mean one is implying that the person who did the stupid action is an unintelligent person?

There is such a thing as willful, even aggressive stupidity, and it’s not any kind of disability.
I am trying to use willfully ignorant instead of stupid as being anti-mask is a choice, not a disability.
It also works with a lot of other issues that Republicans and other far-right groups support.

I have known many intelligent people (myself among them) who have done very stupid things. So yes, IMHO you can say that an action or decision is stupid without reference to the intelligence of the actor.
