I do not believe any of that is true. Do you have evidence to support this?
In my personal experience, having been involved with several, the NIMBY protest groups that are composed of regular citizens are crushed or ignored with frightening efficiency by even the least powerful local authorities, like zoning boards and such. Only those groups which receive massive funding from astroturfing giant corporations are effective at all. And obviously, the existing dirty energy companies maximize profit by not building new plants; consider the fake California energy crisis as empirical proof.
