Geolocation of phones isn’t precise enough to positively place the phones inside the yard

Citation needed. Many US prisons have surrounding killzones cleared to allow unobstructed lines of sight and fields of fire to tower guards.

Having a judge sign a court order to brick the offending phones absolves the wireless company of all blame. They’re happy to abdicate the responsibility to someone else.

Having a judge or legislature sign a contract to intercept all traffic believed to originate in a prison provides the same absolution.
