Did you receive a random packet of seeds apparently from China? Don't plant them

I think the point is that they are imported seeds that were declared as something else, and so none of the usual agricultural safeguards have been triggered. They could be invasive, carry viruses, fungus - honestly, I don’t know what checks are done on seed importation, but I can imagine risks to prevent against. None of these outcomes needs malicious intent to carry that risk.
