Depending on where you’re calling I don’t think it’s actually that expensive (especially for a local call). I imagine anybody who actually needs to use one is going to use a pre-paid card of some kind and has some reason why they can’t use a pre-paid mobile phone.
To be fair, I think the most common use case for pay phones nowadays is “my goddamn mobile phone isn’t charging and I need to make a call.”
